There's a habitual bad parking offender near my work.

What do you think, same person? I assume it's the same guy with two different cars. I don't see it daily, but I see it frequently enough. Sometimes he (she?) parks right next to the handicap spot (a handicap person might use that area to get out of their car), while other times the person leaves a little more room for the handicap spot by putting a tire on the sidewalk.

Is that a 'numbered space'? If so, he can probably park there. If not, he deserves a friendly note left on the windshield about encroaching the handicapped space. I see a couple of numbers on the pavement so it's hard to guess.

Seeing the disabled bay just reminded me of something. The other day I visited a petrol station I use all the time, and noticed that they've had the forecourt repainted to mark out a row of parking bays for customers. That's very nice, except the disabled bay is still where it was when it was the only parking spot, and is now the furthest one from the shop...

Leave it alone. Not your job or place to do anything. A habitual parker like this eventually gets what he/she deserves.

Back in my barista days there used to be a paraplegic woman who would come into the coffee shop regularly. She drove a modified minivan with a motorized side access door/ramp that made a handicap space like the one in your photos vital. One fine day a young guy in a bright yellow Ferrari thought he deserved the spot. He was very much an able-bodied individual. We also had a lot of cops who frequented our coffee shop. So the gentleman was quickly reminded that parking in a handicap spot is a crime that could get his car towed, and get him a nice fine.

ETA: the jerk in the photos isn't doing any favors by inching up onto the curb, either. In a situation like the woman from my coffee shop, her vehicle required almost an extra 10 feet of clearance on the passenger side of the minivan for her to be able to get in and out of it. And in some cities, parking any part of your vehicle on the sidewalk is a ticketable offense, too. This person is an entitled jerk.

It's all barred off with yellow paint, same as the "space" in the foreground. I see spray paint on the ground, but I don't think these are spots. Perhaps they are markings for future revisions...?

If they are both spots, and the handicap spot is a spot, than the guy that parks in the spot in question is really fucked for getting in and out. I don't recall ever seeing someone parked in the yellow stripey "spot" in the foreground, for what it's worth.

Yes, I understand. There's a reason the space next to the handicap spot is blocked out from parking. Even without special side access needs, a lot of handicap people need to open their door to its fullest ajar in order to get out. This concern was brought up at an HOA meeting by one of our residents that has his door blocked occasionally.
